The word 'wholeheartedly' means, completely and sincerely devoted, determined, or enthusiastic about something.

She mentioned that she has another bigger goal: which is to inspire more teenagers in China, especially girls, to pick up skiing.

For her,  she would look up to all these American or Canadian skiers, but then she would go to China and see no parallels because the sport didn't really exist at a professional level there.
